Over the last 5 years we have experienced a hiatus in changes to Bylaws and guidelines. Prior to 2017, several significant efforts successfully updated both documents including an effort which failed to modernize and codify our business practices and financial management policies including those of the Jr. Sail prograM and referring to the Guidelines in the Bylaws as an executable policy addendums on significant operational procedures. Bylaws changes however should be considered with the utmost care. Standard operational procedures like the Guidelines however, should be more flexible to absorb and respond to the changing preferences of the members. Both documents however should still require the full disclosure discussion and debate of all senior members and the 75% majority approval. While the availability of a Parliamentary expert on the Bylaws committee would be a real benefit, we should at minimum have a member with legal experience assist the committee in the review process.
